On that ledge directly above your gun, there's a washing machine. Push it off the ledge and into that cage, which will raise the ramp to drive the boat over. You probably have to use that lever too and maybe chuck some other stuff in the cage, I can't remember.

the lever is stuck i believe. You have to get onto the ledge, there's either a way up or you have to break a wooden support to get on it, push the washing machine in, and the ramp will be pushed up.

I cheated (kind of). I went over the ledge right next to the ramp at a very fast speed, which caused my boat to fly up into the air, front pointing to the sky. I went up so high that it was enough to get me over the wall. Hehehe.
