Help please - stuck on level

Probably obvious but I can't see it!

Gone up the canal, watched the nice man on TV warning all citizens what a kind person I am.

Through the room with the two tanks (do they work?) - into the room with two large green cysterns - and outside to the enclosed area with the sprking wheel. Now what? Totally stuck!

I've even spent 1/2 an hour on an earlier balcony piling up three drums on the wheeled cart to jump the barbed wire. Didn't work.

it would make it ALOT easier if you could post some screen shots!! cause i don't know where you are man, and i don't think anyone else does either.... screenshots!!

If you are where I think you are, go outside to the balcony with the "sparking wheel", turn right, and shoot some flammable things.
