Help Please!!!

I keep getting this error message every time I go to install Steam. I've downloaded the full version from three different sites, and the counterstrike installer from another site and every time I try to run it, I get this error.

Now, I did have the beta Steam installed and upgraded to the normal version the first day it was out.. Now, during that upgrade installation, while it did seem to install Steam ok, I had to end task the installer becuase it quit responding..

Now, after uninstalling and trying to put the full version on, I always get this.. I've even tried deleteing all my registry keys and Steam references I could find, but nothing has worked..
