He was warned Breen about an RC(even though he actualy he had nothing to worry about due to the dampening fields(until they were turned off of course)) but he didn't listen. This was used as evidence to support the BREEN KNEW COMBINEZ LOLOLOLZZ111111 theory but it has since been proven wrong.

We had a glimpse of the larger threat when we were working on Half Life 1. In other words we knew that once you cleared out the Nihilanth, you were going to discover something worse beyond it. We knew that some immense threat had chased the Nihilanth and its creatures out of their own world and into Xen, from which location they were all to glad to seize the opportunity to continue on to Earth with suppression through the citadels. But the exact nature of the threat was left to be solved in Half Life 2

Oh, that. But I don't think that necessarily disproves the theory that Breen bargained with the Combine. Even though the Combine weren't on Xen, Breen/them might have been counting on an encounter with earth severely weakening the Xenians.

Alternatively, he might have meant to blow through into the Combine world, and got the wrong number.

Because he was a nameless character then.

Infuse millions of dollars and all of a sudden you've got a sequel in which he's a named 20's style melodramatic villian and the plot comes complete with oppression and a love interest. :x
