hl2 goes choopy when i run

I just installed hl2 through steam and when I run around it goes choppy. If i stop and look around everything is smooth. This will happen with all video settings on low or high. I found a thread on Google and they said to use these commands

m_filter 1
fps_max 300
cl_smooth 0

I tried these and it didn't work. If anybody can help me it would be greatly appreciated.

My Specs
MSI k8 Neo 4-f
AMD Athlon 64 X2 3600 2 ghz
80 gb sata III
ati radeon x1600 pro 512mb pcie (drivers are up to date)
1gb ddr pc400 ram
