Not always true. What could possibly justify a 96% score instead of 95%? I think The Legend of Zelda: Ocarina of time deserved it. It got perfect 10s in all four categories from famitsu, first 10 ever from gamespot, perfect scores from nearly every reviewer. I can't wait to see what Half-Life 2 gets, i'm hoping hl2 knocks zelda out of the number 1 spot from my top 10 list.
