okay...I want to preload HL2 but I'm going to buy it on CD....so if I preload it, is valve going to set it up so that I can preload it and have the cd install whatever steam didn't.....thanks, later

Valve will have the whole game available for preload before the game is released, so there's little point in only downloading only part of it. 
Though to specifically answer your question, I don't know how Valve plan to have the installation work if you already have part of it but not all of it (it will probably just overwrite anything you already have or something). Though if you're buying it on CD anyway, there's little point in preloading because all you're doing is saving a few minutes from not having to install the game.

No, if you are planning to buy the game on CD, there's no reason for you to preload it from Steam. The CD version will have to install all the content itself and probably won't be able to check what content you already have on the computer.

Not really, you can enter in the key you get with your CD and it will work right away, with no need for the CD.
