Well I always do cl_smooth 1. It lowers it by 10 or so. I dont know any other commands to lower it but that one, so maybe some other guy will answer with another if there is.
what does cl_smooth 1 do? shorten the distance the packets have to go or something or does it have something to do with the video? I do not want to make my video quality lower. Thanks

Just wondering, cos even though you say you don't want to lower your video settings, that may be one way that will help lower your ping if your on 56k or ISDN.
Online framerate is directly linked to internet connection bandwidth.
If your on ADSL or DSL you'll be ok (maybe) on max settings.
But just try playing a map offline and then online and see your framerate drop, theres quite a difference.
According to what connection you have, there are several ways to lower your ping.
Rate is one, ADSL users should select about 20,000 or so, 56K about 2500 and ISDN about 3000-3500. (type rate in console, then the number).
If your on ISDN..you could try entering into the console "cl_lagcompensation 0", I guess this setting is something to do with bullet prediction server side, since when I disabled it, my kill/death ratio changed drastically for the better, one map 6/20 the next map 35/11.
