How do i change DX level?

I learned that the 10fps thing is because somehow my source got jammed in DX6.0. How do i change this? "mat_dxlevel" wont work.

I have it. but my game looks like this

Hardware DX 6.0
Software DX 9.0

Before the ****ing update came and locked my hardware into 6.0 it was in 8.0. Now it wont let me change it.

Mabey because your video card can only run DX6......

yep, running DX9 on a DX6 card will (this is just a hunch ) NOT work too well.
