How to Access The Console?

Could somebody please tell me how to access the console? I tried hitting the tilda key, but unfortunately it didn't access it. I'm fairly new at this, so if you could walk me through this with some fairly detailed information, that would be great! Thank you.

Well, I suppose it was nice of you to think about that, but that's why the search button is there.

Add -console to the end of the shortcut or item in the Steam game list (under properties).

When I did a search on accessing the console, I found that I had about 50 threads to wade through in search of my answer, which is why I thought a thread devoted specifically to accessing the console would help save time for others in search of the same information.
