How do I turn down the resolution outside of the game? CSs

you should be able to change it under advanced under Display Props.: Settings

IT wont start my monitor says it wont support it and the game is black.

Try going to:

C:\Program Files\Steam\SteamApps\(account name)\counter-strike source\cstrike\cfg\config.cfg

Delete the file. Reload Steam, and it should download you a new one. All of your settings should be returned to their defaults.

You can add forced resolutions if you go to CS:S properties in the My Games menu. I think it's like "-800 -640" without "" or something. Perhaps even -width 800 -height 640. Anyway, there's no need to reinstall even if it might be easier.

Simply delete the C:\Program Files\Steam\SteamApps\Your Account Name\ folder and everything should be fine. Everything will be reloaded once you login and whatnot.

lol thats dumb

change the resolution in your config file

no - wait.. UPGRADING YOUR GFX IS THE ONLY SOLUTION

Best solution out of all of the above:
