I don't know if you have tried rebooting. If not, do that.
If it doesn't work, I'd try reinstalling...

no i didnt buy the game though my cousins bought it and when they came to my house they brought the CD and i downloaded it.

Is it a bootleg copy?

You need Steam to play Half-Life 2, and you need to register your CD key with your Steam account.

If that wasn't a bootleg copy, then chances are your cousins already registered the key to a Steam account, so you need to purchase it on the Steam store: http://store.steampowered.com/app/220/
