It seems to be a common error. I've been sending out a savegame today that will allow people to skip ahead to the next room but I think just using the cheat option to select the next level is the best idea as the next level is literally the very next room.
All that happens in the room you can't get into is that you get told that Alyx's dad and the woman scientist are captured and that Alyx will meet you at a former prison where they are being held. You are told that you are supposed to get there by using the buggy and driving along the coastal roads.
You get a little ammo and stuff and go into a small room and the next level called "Highway 17" loads.
Basically, by skipping this room with this bug then you don't miss much.
Maybe someone can tell you how to use the cheat codes to skip to the small room. I don't know it myself yet but will find out.
Your meant to go out the other door, hes standing there because your not meant to go back. They do it like that so you can still look into that room without loading up the last area you where in.
Oh wait your on the otherside of the room, try loading up the last couple of saves.
Or they usually take a couple of seconds to start moving.
You can skip that room by using the console to enter a cheat code. You only miss the dialogue I already mentioned and a single tiny empty room by doing this. The code puts you on the other side of the door of the tiny room. This is outside on a pier.
The console is activated by the key to the top left of your keyboard, next to 1.
(You might need to go to options-->keyboard-->advanced to turn on the console if it isn't already switched on.)
Type in:
map d2_coast_01
Typing that map code will start the next level, which is right after the room that guy is blocking you from getting into.
Loading saves didn't work for me, I used noclip to get around it.
Go into the console (Type in ~), then sv_cheats 1, then noclip, then walk through the next door, and turn them both off (noclip, then sv_cheats 0). I'm a bit disapointed that I had to use cheats because of a bug, because the rest of the game is so polished.
