Your computer is pretty much at the bottom of the minimum requirements, you won't get much out of it. Lower the settings in the advanced Video settings in the options.
 
You have a weak video card. you should buy a new one... if you have enough money.

You could buy more memory for it (probably) but tbh it's not worth it. As it's been pointed out, your laptop isn't a gaming machine and you are right at the bottom specs. Your best option would be to buy/build a decent PC or live with what you have.

If your a Donald Trump you can get some really good gaming laptop rigs like Alienware. Their the only and first one in the industry with an upgradable video card. The link is here. I recomend a desktop computer because there generally more powerfull and you dont have to worry about the battery power. Your problem was like mine in Steam. Then a mod (Quicksilver) in the Steam message boards troubleshooted my problem: old video card drivers. Like the year 2000 last updated old. LEARN TO LOVE STEAM PEOPLE! ;)

Adding " -dxlevel 70 " to the launch options gave me a workaround.

This thread was not a waste of my time. Shens' responses have saved me much time and have isolated my problem, if not completely solved it.

My machine specs, 'cause it's relevant (inserting keywords in case anyone else searches for them for this problem as I have) & it makes me feel good:

Tyan Thunder K8W ( s2885 )
2x Opteron 246
4GB RAM
ATI Radeon 9600 ( 9600SE )
Win2K & sp4 ( 2000 service pack 4 --keywords :))
DirectX 9.0c
CATALYST 5.5 ( 5-5_xp-2k_dd_cp_wdm.exe )

Notice the "_dd_" in the Cat 5.5 drivers signifies the display drivers only and the absence of the Catalyst Control Center, signified in it's counterpart file by a "_ccc_".

I was getting the same errors:
failed to lock vertex buffer in CMeshDX8::LockVertexBuffer
- and -
Win32 Error. Code 997.
Overlapped I/O operation is in progress.

I had tried all prior suggestions regarding deleting, reinstalling, verifying the game files, and you can see that I had the most up-to-date drivers. Apparently I have issues with DX8, and I have no idea about DX9.
 
Bump..

So glad I found this forum. Lame but my desktop pc was giving me this error. Found this and it worked. So I tried adding -dxlevel 90 and it works PERFECTLY NOW!

Lol, I was reading the thread, then I notised the "Guest" guy and was all "wtf, guest?!" then i realized it was in 2005. :|

I thought: "Who the hell would post here?! And why?!"
