I think my monitor is on its last legs

However I decided to see what you guys thought of it.

I have a Viewsonic VA1912w LCD.There are periods where I can see [edit]Horizontal bars rolling up the screen very slowly (each takes about 6 seconds). But it is not constant, sometimes they will disappear after a duration, whilst other times they may disappear when using any number of programs, regardless they will reappear after a while.

I have checked my nVidia settings and the 1440x900 native setting only has 60Hz rate so I have ruled that out so I wasn't sure if it was fault in either the monitor or graphics card, driver issue?
Anybody heard of this?

It is probably a signal issue. The monitor could be going bad or it could be interference on the cable* or the gpu could be sending a weird signal (possibly related to drivers or refresh rate).

*interference on a digital cable can corrupt the data (change a 0 bit to a 1 etc). Pixels could be the wrong color in places, like a line or whatever.

Have you tried using a different output on the video card?

I also believe it is electromagnetic interference.

If you are using analog connector on the monitor (D-sub), then it could be line noise interference - interference with the monitor cable itself.

The interference could also be internal - inside your PC. Maybe the video card too close to another card.

It could be line noise on the outlet in your home. Someone in your home running a food blender or air conditioner? For example, when the air conditioner cycles off, then the problem goes away.

What would help troubleshoot:

How long this has been a problem
(since you bought the monitor or only recently?)

When did the problem start (when you got a new video card or after some other upgrade?)
 
Since computers and electronics usually do not have a high number of mechanical/moving parts they tend to die suddenly and/or completely. An irregular problem such as this is curious. Did you re-setup your speakers lately? Move your subwoofer? Maybe move a power-strip from one location to the next? Does it matter if your video card is under load or not when this happens or is it seemingly "random"?

I've had my graphics card for 2 year, my monitor for 3 years

Problem started about a week ago

To be honest I'm not sure if its my eyes. I obviously can see the horizontal bars, but not sure if they disappear once I looked at a bright light
 
I don't know because I've never owned an LCD, but I had Electro Magnetic Interference [EMI] from having a fluorescent light too close to my CRT monitor. Moving lines on the screen.
 
Do you have a 2nd video port on your video card you can try or an alternative video cable?
Or a 2nd pc or laptop w/video out (vga or dvi).

(try all if you can)
