...If I live in the UK, and the Steam packages are in dollars, how much would it cost me (in GBP) to get one (in particular the SILVER version)? and is it even purchasable outside the US?

Yeah, you can buy Steam packages in the UK by credit card. With the Gold package, they send the box, book and stuff out from the USA.
