For now though, we have enough fraud w/ stolen credit cards that we really need the restriction. There are some places in the world right now where such fraud is very common, and every time it happens it costs us money (more than just the purchase price). If it happens too much, it can jeopardize our relationship with the bank. It's really lame, in other words. Even something as simple as raising the limit to two purchases per package per card, would not be good: it would basically double the fraud rate.
