Installing MDL Decompiler - Missing sourcesdk folder

I am trying to install the MDL Decompiler but the directions say to install the executable in my .../SteamApps/sourcesdk/bin directory. I dont have that, all I have is this:
\Steam\SteamApps\media
\Steam\SteamApps\sourcemods

Do I have to create these two folders and put the executable in the bin directory or should I have the sourcesdk folder there?

The only one I see on steam is HL SDK...what exactly do I have to download??
