Logn story short. This is a new time format, count-off point of which is located in Switzerland, Beil.
A day is devided into 1000 equale beats, each beat is is one minute 26.4 seconds. Now, the most fonderful thing about it is that IT is relative to our planet, unlike the old time format which is relative to a certain time belt. That means, for example, now it is 203 beats in Moscow... So it in Washington and Israel.
