Basicly I will be upgrading from a Sapphire 9800SE to a BFG 6600GT. However I don't know what the difference in wattage is, so if possible could someone possibly help me with this lingering question, is 400W enough?

The specs in my sig should help you with a solution

Going Nvidia eh! I'd go bigger, after all Nvidia just loves to suck power.

FYI that is system power consuption in that link. And yes, a 400 Watt should be fine as long as you don't have 3 or more harddrives. Just don't get a cheapy.

I have a 6600GT Chaintech 120GB hard drive, dvd rw and it runs perfct on 400w

It really depends on how good the power supply, any Antec, Enermax, Fortron etc will do fine yet other "crappy" power supplys might not work at 400 watts

Totally true I have an Antec btw.

That power supply would run a 6800GT just fine, so you will have no problems with that 6600GT
