I was checking FutureShop(Canadian Retailer) and on the website, it says the ATI Radeon 9800 Pro 128MB ram is only 349.99. Are they serious? Is there some sort of catch? Why is the other one 799.99 then?

im not sure about conversion rates at the moment.. but the 9800 pro is ~200 dollars american at the moment.

Ya that's right. The 9800 PRO 128 has been slowly falling in price due to the release of the 9800 PRO 256 and then 9800 XT. Hopefully it'll fall even further due to the new X800.
