Is my Mobo fried?

Okay, so, when i start my computer up, (its a spare) It seems like it turns on....but then the green light on the power button never goes on adn the monitor never....shows anything. It just sits there and sounds like its on. The CD dRive also starts to rev but then eventually stops.

Its an eMachine. and its only like a year old, or a little more.

Any ideas?

Is it fried?
