Opposition parties are divided and unable to coalesce into a believable alternative.
Berlusconi is a rich tycoon, he leverages on the image of the self-made man, promising lower taxes (for rich people), more productivity and efficiency. Also, he is allied with a popular xenophobe party.
He used corruption to build his economic empire, and he keeps corrupting the whole nation, ignoring rules and behaving like a pleased monarch.
Now, Italy is abandoned, enslaved to Berlusconi's personal obsessions about trials, judges, communists and institutional rules, which he keeps breaking.
