I don't mean that the govt represented the democratic will of the people. What I meant was that the Tokyo trial made out that a small group of people within the government (and not the government itself) were responsible for the policy which led to war, so the emperor was absolved of all responsibility. This is crud, since the emperor had an active role in govt at the time of the war.
But anyway, the result of that was that the average Japanese person came to think "well, why should I reflect on what my country has done when even our emperor has been cleared of any wrongdoing". So scholars say anyhow.
