Actually D3's engine has been basically finished for a year (bar any minor tweaking JC decides to do) It's all been content for a while.
Also if JC is confident enough to lay down exact minimums (even if they're likely to be 'the minimum you can run it at', he's so technically correct about everything) then it's my belief they're nearly done. He didn't put a firm foot down re the minimum requirements for Q3 until very shortly before it appeared.
