although we can't really have people making threads just for this (it would happen way too often)

I don't think I would mind threads like this as long as they are not to numerous and people don't post in them. They should serve as announcement that somebody is going into the server.

perhaps it would be a good idea to have some kind of sticky thread on CS:S servers, so that you could post in it with the time, and let people know what you are doing and where you are going to be playing.
however I do know that our servers are mostly empty unless one or more of us actually joins it, and then waits for others.
