No, that seems just about right actually. On an uncapped server I get about 2-4MB a sec, my total is 6, so there is a 4-2MB gab which is a lot worse then your 53.2kb gab.

2.8kb is a little slow. My 56k (have a 56k line and the wireless sattelite broadband connection) goes about ~5kb/s to download

Yeah, but it's hardly that noticable at that speed anyways, but it all depends on which server or whatever he's connected to. It could just be he has a shitty isp, but I doubt a web accelerator is going to boost his actual download speed.
If it is download speed he wants increased he'll have to get a download accelerator, and even then it won't be a big thing.

I'm on Arizona High Speed Wireless and I ping 20-150 in games so yeah. It only sucks if you're in a storm or something, or else the individual ISP sucks.

I download ~80kb/s.

WAY better than 56k because I'm out of range for cable/DSL

It can take about 4 seconds for the information to go from your computer, throught the cables, up to the satellite, back to Earth, through some more cables, to another computer and back meaning that you get major lag.
