I don't think its that bad. Kids do fire drills, earthquake drills. My dad did a nuclear attack drill when he was at school. The idea is you make the kids scared, but they still need to know what to do. After all, they're gonna be scared if it were to happen for real.
Learn it in school and you wont forget what to do if you're ever in s simelar, real situation. It can be the difference between life and death.

Yeah but those are drills. It would be the same if you were talking about teachers staging fake nuclear attacks to scare the shit out of the kids.
