I did some quick googling, found out that they were around for a very short time a while ago, but were closed down for... obvious reasons.

I don't know about panties in a vending machine, but I think there are stores in Japan which buy used panties from schoolgirls and resell them to perverts. I think a pair can fetch like US$100 or something, more if the girl is willing to strip off her undies in front of the "client" behind a curtain.
