My post of request for English article had a response from the moderator of 4Gamer's forum.
He said that releasing of the English article is in "discussed" status.
So still maybe, but the chance seems a bit greater.

1. This an old graphics technique, but a new realtime game engine technique
2. Don't make assumptions about the sort of people that attend SIGGRAPH. If Valve were there, that would suggest that the audience isn't all professors.
3. Having this in reatime in a 3d package is quite new
 
4. And most importantly, with budgets for game development exploding, showing off even existing techniques for making better games is something attendees are interested in.
 
Someone explain how that one poly thing works. Will you be able to see the wall in profile from the side and will lights around it react realistically to the surface coming from the sides?
 
nope... from the profile it would be effectively flat. the idea is to use it in an area that's far away so the user can't get right up to it, and possibly switch to a polygon version of it ala LOD when the user gets close.

The a's with ticks over them are japanese characters if you turn on shift-jis encoding.

I don't know how many lights they have on the normal map, but it will appear like a flat polygon if you view it from the side.

What valve might do is subdivide these walls when you get close to them, which would be very cool, but I'm not sure if they have implemented it.
 
Its still a very nice feature. Lets see Doom 3 with its 100 useless boxes fall down in all their glory at 2 fps...

at the E3 presentation gabe said that wall in the cave was a bumpmapped subdivision surface...

The demo is trying to sell XSI to game developers. Lots of game developers at ECTS. The demo was not conducted by Valve, but by a guy from Softimage
 
According to other posts on the forum, all that people could find in the steam cache file were MP3 filenames which were part of the Steam downloads. Nothing about kazaa, or websites they had visited. Methinks some people on planetmayhem are running a disinformation campaign.
