Multitasking problem..

For some reason, no matter what I do, I cannot get Counter-Strike to run at the refresh rate I need it to while multitasking. When I start the game, it runs at 75hz, which is what I want it to stay at. But as soon as I hit the windows key, or alt-tab, it goes back to 60Hz. I tried a million different refresh rate locking programs, all to no avail. I tried editing the ini and adding r_displayrefresh "75", but that only got HL to crash everytime I tried running it. Does anyone here know of a fix so that I can multitask?

You know, somehow I don't think it's my computer. heh.

I've searched some other forums on this, so other people are having the problem, but no one knows how to fix it. I was kind of hoping that someone here knew, because I multitask a lot and don't want to be 20 and 1 and have to restart my game.
