Mystery Alien - Whats he doing?

I dont know if this has been discussed before( couldnt find anything on it), but I was curious about that alien you see talking to Eli as you come down the elevator. He moves out of the scene, then back into it. as the two scientists talk, you can see him doing something in the background with a laser, only he's actually TOUCHING it and manipulating it somehow. I'm curious what he's doing, as surely he's GOT to have a purpose doing that.
