Radiation is a very specific type of toxicity , what he said implies that there are nukes out there coated with snake venom or that belch out chlorine gas. Any type of damage to cells or the entire body can be put under the heading of "toxic" , even physical damage but that just wouldn't make sense if you put that in the same context as he did , now would it? Radioactive nukes would make slightly more sense but then again that would be like saying "that radiation is radioactive!"
