I know why. Go see if your HL2 media is set to auto update. Mine wasnt.... and still isnt. I tried to change it, and then after 1 second it turned back to do not update. Steam is taunting me...

I still don't have it. It's been preloaded since last night and it's set to auto update. It's not updating anything either. Restarted Steam and still not there. I assume they have to broadcast a confirmation to each Steam user which would probably take some time.
