Try logging off and then log back in.

EDIT: I think OP is using non-steam/cracked steam.

Hey, Nicksword, (sorry for the late reply) but reinstall steam and that should help.
But FIRST, try to create a new folder called "steamapps" and then restart steam. If it doesn't, then Reinstall steam. If THAT Doesn't help, well, sorry but I have no other idea.

Okay, just contact steam support if nothing you do is fixing the issue. I've had this issue before, and I created a steamapps. once I restarted steam, the issue was fixed for me. I don't know if it's your pc, but this is nothing compared to a virus. Your pc is fine. Steam, sometimes it doesn't run correctly. Steam was actually, basically, and originally made for beta-testing games. Just for that. And you can get the actual games from some other site.
But anyway, it's not like that now. You need to contact steam support.
