I've entered the building which seems to be an old prison, killed all the Combine guys I can find, pressed a button or two, pulled switches etc. but now have nothing left to do but wander aimlessly between the same old corridors and rooms.

The surveillance camera screens found in a couple of rooms show no activity whatsoever other than a body lying on a platform of somes sort with it's mouth wide open and another apparently standing or hung upright against something.

Please give me a hint as I'm really, really sick of going around and around and around....

In the same room as the surveillance camera, there should be a power plug which you can pull out. I think a combine force field de-activates allowing you to continue.

Turns out I was playing in odd lighting so I was missing the route which I needed to take. I think it was one of those little access shafts in a wall.
