Hmm, I wasn't aware that all the cities in Oblivion are stored in seperate cells, that's apparently why they removed levitation, because it to quote the devs "Just wouldn't look right if you flew over the city walls".
I wonder if the next ES game will incorporate something like that that the UE3 is supposed to do, i.e. calculating where the player is headed and in real time loading that part of the world or w/e.
