that looks like its from the stolen build but id think they would have changed that picture by now..

Probably the launch screen (within Steam) for Half-Life 2 once it's activated. You most likely saw just the backdrop for it, and they'll include all launch options once the game is released (which is why you see all those question marks). BTW that's the menu screen that was used in the build which was stolen. Don't know if they're using the same one or not for final (would make sense now that you've seen that one).

lol I dont like making fakes and I dont use photoshop to make fakes. I only use photoshop for textures and stuff. I dont like fake shit.

Look. This is fake..
That is the stolen build background on the launch menu. That text matches nothing VALVe would use, especially the italics. They have a new background menu, which is ingame, last we've heard. It shows the rooftops from the DX9 bink. You have an "autorun" running, which shows to me, that, Kschreck is right. It's the stolen build on the Russian warez CDs, and you inserted the CD and BAM! The autorun menu comes up, but you don't have a Russian language pack installed, so it's all question marks.

if you look closly @ the pic ,you see that thay is 2 steam windows in the toolbar , but then again thays also a cd auto running ? cud be right about it been the russian stolen build on 2 cd's

Why would you take spelling as for granted? I might have dyslexia. I might not learn proper English because lack of material of learning properly my parents could not afford. I might have to spell-check this text in word office because of a disadvantage.
Truth telling I did not se that screen but I stupidly thought rather then giving you a huge expiation of why he’s not lying I could simply pinpoint a direction without to much hassle.
Why that is not Photoshoped:
First: You se the small noise around the “???” you can se the same noise around the other object of the image, If you do a print screen and open it in a program like Paint and save you get that noise. If you wish to get that using Photoshop you have to save, open, save again (ass another file format). You put that extra work on something as terrible of a fake this could be.
Secondly if it were a fake, It would be a bad one. The user would not try and defend him selves several times. It’s a really miner thing with no real point at all
But it could also be a genius fake, I mean if I were to do a fake. It you look more like “HL2 is released this date”. But then again what’s the point as ??? could mean anything and why then do a fake that none other could see and confirm. It serves no purpose.
Well I guess by this I’ll be referred as “the sick dude of the weak”
