i have a 9700pro and it has some overheating problems which cause my screen to have turquoise blocks on it. my card rarely isnt over heating. does anyone know how i can solve this issue? i tried opening my case and putting a fan in it but that doesnt seem to work. what can i do? thanks.

First check the fan and drivers. Otherwise lower the clocks with atitool, or if you have to, replace the heatsink.

how much do you think i should lower the speeds by and where can i get the atitool. thanks for the help!

Untill the artifacts go away. Atitool will do this for you (click find max core/mem, its probably the core). If it has to lower too much and your performance gets shit youd better get a new heatsink.
and where can i get the atitool. thanks for the help!
