pcf files how to view or edit them?

I opened them up in word and notepad and a lot of it is gobbly gook, is there an editor for these files some place?

eg: tf/particals/blood_impact.pcf

There's no working editor yet, wait a couple of weeks for the EP2 SDK.

Ah good yeah, also some of the vtfs in tf2 are all weird like they arent decompiling properly they look all 8 bit monochrome lol.
