Population growth would only decline once widespread famine hits.
Anyway the situation is already deteriorating, population growth rate exceeds growth in food supply globally.

The insecurity brought on by the approaching apocalypse will cause parents to delay the expansion of their families, thus stopping the growth before the shit hits the fan.

That depends entirely on how fast the decline in food production is, and whether food is spread equally among the various nations when it becomes scarce (hint: it won't be).

It also depends on whether we run out of oil before we have alternative systems in place that can accept the load.
