As Chris says it's not really based on a certain city.
Back when we didn't have much to rely on we we're getting a lot of shit on the table. The closest we ever got there was that the strider fight was based in the proximity of the red square in russia, we believe that it might've been consumed by the combine.
Heck i went so far to even find the public transportation system on a russian site, which pretty much were the same there. There was even a company's name on the building that gets shot by the stride which also was in that town.
But later on we wen't into some problems, i think the main problem was that it couldn't have ocean.
Also the layout wasn't totally correct, so it was probably based of a couple of cities and placed somewhere totally else.
