well considering how close ravenholm was to c17, ravenholm probably benefited passively from the overwatch's means of keeping xen wildlife at bay. C17 probably ignored ravenholm for the most part until they decided they really ought to get rid of them.

Ravenholm wasn't an isolated town out in the middle of nowhere. it was a town on the far outskirts of c17.
