Of course it matters, the tolerance was the basis of your whole flawed point. They use the so called soft illegal drugs first, usually simply because they come across them first. They would probably have used other drugs either way. Much in the same way as people who will watch animal porn dont do it at first because they dont find it at first. There was a documentary a while back on "Zoophiles" - ie: bestiality - and there was little mention of the internet as far as I recall. Just weirdos with animals who got increasingly curious.
