We posted just over a week ago about the amusing Portal 2 post mortem presented by Chet and Erik at GDC 2012.

IGN has kindly uploaded the presentation and you can enjoy that below. It's a great watch, though I suspect the camera man wasn't paying attention at times as he seemingly misses a few slides.

I don't think so. With Half-Life being set in the "near future" (as of 1998) and the intertwined history of Black Mesa and Aperture Science, it made sense that it would take place around that same time. I'm pretty sure I've heard Valve say before that it takes place sometime around the Combine invasion of Earth, but I could be wrong. Either way it's in the same general timeframe.
 
That was great. It's nice to listen to them talk about the different struggles they went through in writing and how they came to their solutions.

IIRC there was an official statement made at some point that GLaDOS taking over the facility for the last time (as in, the events seen in the flashback of the Ratman comic) happened shortly before the Black Mesa Incident, which is why nothing was ever done about it. That happened in 200- according to the Half-Life manual.
