The news article says the bomb might have been aimed at government officials travelling in the train. Might be possible retaliation for the recent crackdown on the nationalist extremists.
 
Maybe there was a reporter on the train and they wanted him/her disposed of.
 
Maybe James Bond was chasing down a Russian informant in his Aston Martin and the rockets misfired, blowing up his whole car and launching him out of it unharmed yet slightly dirty with some mildly frazzled hair.

I'm not sure about that.
First of all the targets could have been the government people. They'd most likely have an idea where the attacks came from. This could basically be a "We can kill you if we want" sign to the government.

Secondly, I think an enemy who doesn't make himself known, who stays silent until he blows you up, is far more terrifying than one who is always screaming about things.

Or maybe someone left a coin on the railway and it caused a catastrophic derailment.

My first thought was Islamist militants, because Russia have a long experience dealing with this. But then I though it might have been nationalist extremists because earlier on in the year, they decapitated an immigrant and wrote "the traitors who allow immigrants will be next". That was seen as the nationalist extremists issuing a threat to the government, and a lot of officials were traveling in that train.
