Much depends on what you want from them (will you be playing on the move? Will your friends have one? Is multiplayer a big deal to you? Do you want music and video playback? What kind of games do you like? Would you like something new, or tried and tested? etc etc)
I wasn't actually in the market for a handheld at all - but got a DS purely for the unique gaming experiences it offers. It'll also be the stronger console (imo) when it comes to multiplayer, which is a big deal to me, and offer first party Nintendo games (which is never a bad thing )
Mario 64 DS is still as lovely as ever, Band Bros rocks (one of the most enjoyable multiplayer games of recent times) and Wario Ware is the ideal game for playing on the move.

There's also plenty of other promising looking titles coming out (Vandal Hearts, Meteos, Microplanckton *add about another 20*) and plenty that haven't been announced. Lack of decent Software should not be a concern (although it might take a year before a good number of these come out)
(i'm especially excited about the multiplayer RPGs - namely 4 Swords, Secret of Mana, and FF: Crystal Chronicles. I adore co-op rpgs, and the DS looks to be the place to get them)
Lastly, there's the its future online. We'll have to wait and see how that pans out, but the notion of Animal Crossing online alone is pant wettingly good
The PSP is a very sweet machine - but at the moment doesn't have any games i'm excited about (this is bound to change though) or offer anything new. It is a small PS2 - which, if that's what you want, is all good (I also like Lumines very much - easily the strongest PSP release title. Shame about Metal Gear Acid :/)

It might be an idea to try out both machines as well - quite a few video games stores will let you have a go. I'm also a massive Nintendo fan, so try talking to someone who loves the PSP to get both views
