I purchased a second hand Half Life 2, but I can't make an account because the CD key is registered to another account! How can I get that removed and make my own account?

You cannot. Once a game is registered, it is tied to the account it was registered on, and may not be registered on a different account. I would try to get a refund from this person you bought the useless CD key from.
