How does everyone know when a rash of bannings happen? Is there a list?

Here's how it works. People get infractions. These can be for a whole range of things, but often spam. Infractions are worth different amounts of points. When someone gets 15 or more points, they get banned, until their infractions expire. Therefore, the people who are banned got infractions, resulting in more than 15 points. It's pretty simple.
