Yes. Gordon was an agent working for Aperture Science at the time. He took his orders from GMan to destroy the equipment, in order to stop Black Mesa from making further teleportation experiments. Shephard, who is actually Gordon's brother, tried to stop him, but GMan prevented him from doing it.

Freeman didn't intentionally cause the Resonance Cascade. The grunts were given orders to wipe the whole facility out. Freeman was a target because he caused it (if unintentionally) and killed all their grunt friends. Obviously when Freeman shot back, they're only more likely to want to kill him.

Also, they weren't 'Black Mesa' grunts. I'm not entirely sure where they came from, but they're known as HECU. Hazardous Environment Combat Unit. Assuming we're on the same wavelength.
